Ash – thanks for the question. The 1 liter bottle is used to make the bubble solution. You would mix 1 part bubble concentrate to 7 parts water and let that sit 24 hours to form a solid bond and make the solution thick to create really nice bubbles. Have a great rest of the week – Joshua
